Introduction & Background
S.H.E. Clean LLC is a Cleaning provider for Residential, Commercial and Industrial clients. To ensure efficiency and effectiveness of our work, we are looking to use an application that can enable our efficient and effective delivery and is accepting proposals in response to this Request for Proposal “RFP” in order to find a qualified developer to develop for us a CLEANING APP. Our goal with APP is to:
- Allow people to request cleaners & manage cleaning needs.
- Allow Cleaners accept & manage cleaning orders.
- Manage Payment (Receipt from clients and payment to cleaners).
- Recruit and manage cleaners.
The objective of this Request for Proposal is to locate a source that will provide the best overall value to S.H.E. Clean Service. While price is a significant factor, other criteria will form the basis of our award decision, as more fully described in the Evaluation Factors section of this Request for Proposal below.
Submission Guidelines & Requirements
The following submission guidelines & requirements apply to this Request for Proposal:
- Only qualified individuals or firms with prior experience on projects such as this should submit proposals in response to this Request for Proposal.
- Bidders must list at least three [3] projects that are substantially similar to this project as part of their response, including references for each. Examples of work should be provided as well.
- A technical proposal must be provided that is not more than [10] pages. This technical proposal must provide an overview of the proposed solution as well as resumes of all key personnel performing the work. In addition, the technical proposal should provide a proposed schedule and milestones, as applicable.
- A price proposal must be provided that is not more than [2] pages. This price proposal should indicate the total cost for the project with detailed line costs.
- Proposals must be signed by a representative that is authorized to commit the bidder’s company (if company is applying).
- If you have a standard set of terms and conditions, please submit them with your proposal. All terms and conditions will be subject to negotiation.
- Proposals must be submitted by midnight of April 20th, 2025 to be considered.
- Proposals must remain valid for a period of thirty [90] days.
- S.H.E. Clean LLC anticipates selecting at least two individuals or firms to have more in-depth discussions with, and will make an award to one of these “down-selected” individuals or firms by April 30, 2025.
Project Description
The purpose of this project is as follows:
- Manage Cleaning request
- Manage cleaning scheduling and job process
- Manage Cleaners
- Manage Payments (Monthly payment from clients)
The description of the project is as follows:
- Allow individuals and organizations to request (and manage) cleaning services.
- Allow cleaners enrol and accept cleaning requests.
- Assign cleaning requests to the right cleaners based on location, track cleaning job process from start to finish i.e. work order by client, job is assigned to the cleaners, client prepaid with a credit card placement which is appropriated before or after job is marked completed by cleaner.
- Allow clients to make payment for their jobs, cancel or amend orders and request refunds where necessary (and allow cleaners know their payment due according to completed jobs and their statement).
Project Scope
The scope of the project entails a Cleaning App development to manage cleaning jobs for clients and cleaners with S.H.E. Clean LLC as the owner. You may provide this in list or paragraph form.
The successful bidder will be responsible for Developing a Cleaning Management App.
The criteria set forth below should be met to achieve successful completion of the project:
- Develop a user-friendly cleaning management attractive to users.
- Develop the application in a mobile app format in both iOS and Android formats.
- Develop a corresponding web based format.
- Application must be robust in security, easy to sign on and marketable.
Acceptance of the work is contingent on the following acceptance criteria:
- This App (Mobile & Web) must allow for easy sign up by clients, allowing them to make work orders and manage their order through the value chain of their project.
- This App (Mobile & Web) must allow cleaners to enrol, accept and manage cleaning requests and view and manage payment statements.
- The App (Mobile & Web) must allow S.H.E. Clean to manage and coordinate the backend for projects, payment and clients and resolve difficulties. (Management friendliness).
- Any other innovative features of competitive solutions.

The need-date for project completion is July 31, 2025. Bidders may propose a date earlier or later, and will be evaluated accordingly.
Evaluation Factors
S.H.E. Clean Limited will rate proposals based on the following factors, with cost being the most important factor:
- Responsiveness to the requirements set forth in this Request for Proposal
- Relevant past performance/experience
- Samples of work
- Cost, including an assessment of total cost of ownership.
- Technical expertise/experience of bidder and bidder’s staff
S.H.E. Clean Limited reserves the right to award to the bidder that presents the best value to this Project as determined solely by S.H.E. Clean LLC in its absolute discretion.
